The augment psionics spell enables the recipient to actually have more PSPs than his full normal total. The bonus PSPs are used first when the recipient engages in psionic activity, whether it be a psionic attack, defense, or power.
This spell has no effect on individuals without any psionic ability and is wasted if used on them.
